Therefore, the Ministry of Construction proposes to amend the Law on Real Estate Business and the Law on Housing to be consistent with the new Land Law, in line with the National Assembly's program.

According to Mr. Le Hoang Chau, Chairman of Ho Chi Minh City Real Estate Association (HoREA) for the real estate market, it is very necessary for the State and Government to remove bottlenecks in legal - administrative institutions and create environment. transparent, fair and healthy business investment, so that the real estate market recovers, this will lead to the recovery of many economic sectors. The real estate market will recover strongly when the legal bottleneck is removed.
“Over the past years, there have been hundreds of housing projects stuck in construction investment procedures, because the project has a mixed land fund, or uses public land subject to review, inspection, inspection, even inspection. Even, there are projects that are not entangled but still have prolonged administrative procedures. This is caused by a bottleneck of legal institutions, leading to the result that a standard and reasonable administrative procedure has not been built, giving rise to negative consequences," said Mr. Le Hoang Chau.
HoREA has proposed the Government and the National Assembly Standing Committee to consider the "Project on amending the Land Law 2013", and at the same time, propose to consider amending and supplementing a number of articles of the Law on Housing; Law on Real Estate Business; Law on Urban Planning; Law on Management and Use of Public Property; The tourism laws; Social legal; Law on Bidding; Law on Property Auction, in order to ensure the consistency, synchronization and interoperability of the legal system, thereby continuing to remove remaining obstacles, so that the real estate market can truly develop in a transparent direction. , healthy, stable and sustainable.
